While your chinchilla can learn many things they still remain very independent of what you ask them to do. With lots of practice your chin can learn its name, but I am not so sure how much they actually know their names, but rather just respond to your voice.

In regards to litter training, you can sometimes train your chin to pee in a certain corner or into a litter box, but not all chins can be easily trained to do this.

Another thing most chin owners find their chin responds to is the shaking of a treat bag. Most chins will run towards the sound of a treat bag.
